Richard Bastien is an Associate Fellow with the Meighen Institute. He studied public finance at the University of Montreal and at Harvard University and spent most of his career working as an economist in the Canadian Ministry of Finance, specializing in international finance. Throughout the 1990s, he was Canadas representative in the Paris Club and in the G-8 Group of debt experts. Mr. Bastien retired from public service in 2000 and has since then worked as a consultant on public debt management. He writes on economic and social policy issues.
